The main error is the first one,
"Schwerwiegend: F2039 Ausgabedatei 'C:\Users\Public\Documents\Embarcadero\Studio\16.0\Bpl\RVPkgDXE8.bpl' kann nicht erstellt werden", cannot create output BPL file.
The only reasons that I can imagine:
- not enough disk space on C:
- antivirus prevents creating BPL files
- some other protection of Documents folder.
